Project of the week - PUFL

The project "Strengthening the Volunteer Fire Brigades' potential in saving victims of accidents on the roads of the Lublin Province and the Volyn Oblast" acronym PUFL is implemented within the Thematic Objective SECURITY. The Lead Beneficiary of the project is the Association of Local Governments of Euroregion Bug (PL). Together with project partners they decided to face the problem of low level of the road safety in the cross-border area in Lublin Voivodeship and Volyn Oblast. To this end, they decided to expand and improve the rescue and firefighting systems in the scope of first aid rendered to victims of road accidents by the Volunteer Fire Departments (VFD) in Poland and the newly created structures of municipal Fire Departments in Ukraine.

The implementation of the project has started on 1st November 2018. The first opportunity to share experiences appeared during the opening conference on 25th January 2019during which functioning of the Voluntary Fire Department system in Poland and the creation of a symmetrical system in Ukraine was discussed.

June was a busy month in the project. Firstly, a study visit to Poland was organized for volunteers and local authorities from Ukraine. At the beginning, 52 Ukrainian participants took part in the 11th  Poviat Firemen's Competition in Bełżyce. Participants also visited the units of VFD Mętów, Wilczopole, Stawa and Wojsławice included in the National Fire and Rescue System. The most interesting for the participants were presentations of the fire equipment, fire extinguishing and premedical aid demonstration. For participants from Ukraine, who are just creating their Volunteer Fire Brigade units from scratch, it was an extraordinary opportunity to see everything up close, ask questions and have direct conversations with firefighters. To help the VFD development, project includes also purchase of the equipment for road rescue. First part of this equipment has been handed over by the Lead Beneficiary to the communes participating in the project in June. VFD units included in the National Fire and Rescue System participating in the project received medical rescue kits consisting of bags, vests, bags for Kramer’s rail.

Thanks to the project, a “Safe Pedestrian” campaign, addressed to children of school age, is also conducted. Before the summer holidays, 200 pupils aged 6-9 took part in meetings related to safety on roads. Campaign will be continued after the end of the summer period.

Up to now, over 50% of trainings planned for volunteers within the project (ended with the exam) were carried out. In total 216 people were trained. The participants practiced under the supervision of the experienced medical rescuers.

According to the grant contract, the PUFL project will be implemented till 30th June 2020
