Project of the week - SafeTraffic

The project “Improvement of safety of cross-border road infrastructure of Chełm and Lutsk” (acronym SafeTraffic) is implemented within the Thematic Objective ACCESSIBILITY. The Lead Beneficiary of the project is the Chełm City (PL), while the project partner is Executive Committee of Lutsk City Council (UA).
In the area of accessibility, a big problem for Chełm and Lutsk is the low competitiveness of cities, caused by, among others bad quality of road infrastructure, not adapted to the traffic volume.

The project began in June 2019 and to date many works have been already completed. Kolejowa str. in Chełm has gained a new look. It was rebuilt with a new pedestrian and bicycle route on the section from Marsz. J. Piłsudskiego Av. to Przemysłowa str. As a part of the road works, new pavement and driveways to properties were made and two large pedestrian crossings were rebuilt. Some parking bays were also built. Additionally, as part of the investment, street lighting was modernized (72 new lanterns were erected) and rainwater sewage system (56 inlets, over 1 km of the network and 227 m of sewer connection) and technical sewage were rebuilt. At the beginning of June 2020, all works in Chełm were completed.
In Lutsk, the project activities have become a part of the implementation of a large-scale city’s strategy for improving its road and transport infrastructure. In 2019, the reconstruction of the street lighting on Rivnenska str. which is one of the most important transport arteries of the city was completed. New energy-efficient LED lamps were fixed on almost 400 lights and new poles were installed on the sidewalks. The total length of the upgraded street lighting network is over 11 km. The next step is the reconstruction of the street lighting on another important street of Lutsk — Koniakina str., where on almost 250 streetlights the LED lamps are to be installed with the replacement of lighting poles on several adjacent streets.
Road reconstruction of the half-kilometre section of Rivnenska str. (from Zadvoretska to Kuprina str.) is almost finished. The contractor repaired the road surface, strengthened the road base in the area of 3 public transport stops, laid out the pavement on the most of adjacent sidewalks and cycle lane, marked them. At the beginning of April 2020, the asphalting of the surface layer of the road was carried out. Pandemic quarantine in Lutsk made it much easier to carry out the road works as the private traffic in the city is significantly restricted and public transport is banned completely. Now the landscaping of these streets is going to be done. One of the most important infrastructure works under the project implementation is the replacement of 40 traffic lights in Lutsk which is being carried out since October 2019. Significant part of that work is already completed. An important phase of the works was renovation of the premises of the City Traffic Management Centre. Once the project is completed, the Centre will conduct remote traffic lights control.
Both partners are conducting research into modern approaches to road safety. The establishment of a crossborder transportation safety platform, which will develop an integrated traffic management system in Lutsk, is the important element of the project. It will be the basis for all further decisions of the Lutsk city authorities in the field of safe road infrastructure development.

According to the grant contract, the project should be completed by August 31st, 2020.
