Project of the week - SECINCARP

SECINCARP is another project that we present in the cycle "Project of the week". This is a joint initiative of the Ukrainian Association of self-governments "Euroregion Carpathians - Ukraine", Regional Headquarters of the State Fire Service in Rzeszów and The Administration of State Emergency Service of Ukraine in Lviv, Ivano-Frankivsk and Transcarpathian regions. The project "Joint protection of people and environment through the creation of Ukrainian-Polish system of disasters prevention and response in the Carpathian Euroregion" is implemented within the Thematic Objective Security.

The Carpathian Euroregion is characterized by a unique cultural and natural potential as well as a high level of tourist attractiveness. At the same time, due to the mountainous landscape on the one hand and the poor development of road infrastructure on the other, the level of accessibility in the region is very low.  These factors and, additionally, hardware deficiencies in the Ukrainian services result in a considerably longer response time to emergency situations in mountainous areas than in neighboring lowland areas. The overall objective of the project is to increase the level of human safety and protection of natural and cultural heritage in the hard-to-reach, Polish-Ukrainian region of the Carpathians. Joint cross-border activities are necessary for the rescue services of both countries to quickly reach with assistance the most difficult places.

As part of the project, in the border area, a unique system of preventing and responding to disasters will be created. It will consist in cooperation of four regional fire service units from Poland and Ukraine. 11 fire trucks and refractory equipment sets will be purchased and 3 minibuses for the regional branches of the Administration of State Emergency Service of Ukraine. In the area covered by the Project, joint training of fire and rescue services will also be carried out. In addition, a modern smoke chamber will be constructed in Przemyśl to conduct training sessions with simulation of real emergency situations. Actions implemented under the project will contribute to shortening the response time to emergency situations, which will affect the overall improvement of security in the Polish and Ukrainian Carpathian region.

The implementation of the SECINCARP project began on 5th October 2018. On 5th March in Yaremche (Ukraine) the first training was organized as part of the project: "Fighting fires in tourist infrastructure facilities". The Administration of State Emergency Service of Ukraine in Ivano-Frankivsk Region was its organizer. The event was attended by 30 representatives of the fire and emergency services from the Ivano-Frankivsk, Lviv, Zakarpattia and Podkarpackie regions as well as the officers of the National Police of Ukraine. The event began with a conference during which participants and the media were presented with the main objectives of the training.

Tactical exercises of fire brigade personnel, rescue and search services with dogs were the main point of the training. The scenario of exercises was based on improvement of conducting rescue and firefighting operations in the course of internal fires in buildings, use of altitude techniques to reach and evacuate victims from rooms covered by fire, evacuation of the injured with the use of a pneumatic mattress, disposing of a specialized search and rescue group to search specific sectors designated by planners using rescue dogs . It was the first of eight scheduled trainings under the project. The next three will take place in Ukraine, and four in Poland

Apart from the first training, the project also involved the purchase of a minibus, which will be used to transport fire service personnel to places of danger in mountain areas (operation of a partner of the Administration of State Emergency Service of Ukraine in Lviv Region). In total, three minibuses will be purchased in the project.

According to the grant contract, the SECINCARP project should be completed by 4th October 2020.
