3.2 Addressing common security challenges

A common challenge of the project partners is to improve road safety on the border of PL and UA in Lublin Voivodeship and Volyn Province. This will be achieved through the expansion and improvement of Rescue and Firefighting System in the scope of first aid rendered to victims of road accidents by the Volunteer Fire Departments in PL and the newly created structures of municipal Fire Dep. in UA. The objective will be implemented by the construction or expansion of the authorized units to provide first aid to the injured in traffic accidents, so as to shorten the waiting time for assistance and increase the number of authorized and equipped rescuers. The problem is burning because of the alarming indicators of security in the project area. In the first quarter of 2016, the PL - UA border was crossed by 4.9 million foreigners and 0.5 million Poles, 2.8 million as part of the Small Border Traffic (i.e. 56.9% of border traffic). 72% constituted the inhabitants of the zone within 0-50 km from the state border. This is an area with poor road infrastructure and large, cross-border traffic. The severe accidents occur in the field, outside the cities where the emergency services and professional fire departments are located. The project will cover 30 municipalities in Poland and 15 in Ukraine. Direct beneficiaries of the project will be firefighters who will be trained and equipped with lifesaving equipment during an accident, such as: first aid bags, car cutting scissors, pillows raising the vehicles etc. The indirect beneficiaries of the project will be community districts covered by the project (the most threatened by serious accidents in the scale of countries), travelers from / to border crossings as well as children and adolescents, participating in the "Safe Pedestrian" action. Local Fire Departments in UA are built from scratch, require the transfer of experience, new and used equipment from the Polish partners, necessary to
establish cross-border cooperation.
