13 June 2019, Joint Monitoring Committee approved General rules of procurement by beneficiaries within the PBU projects (modification of the Programme Manual part I).
The new document replaces the current Annex 10 to the Programme Manual (i.e. TESIM Guide on procurement by private project beneficiaries in Ukraine, the Beneficiaries may still use the TESIM guide as a book of best practices, however it shall not be used obligatory).
General rules of procurement by beneficiaries within the PBU projects stand for official Programme public procurement requirements.
The beneficiaries are obliged to follow them without undue delay, i.e. the current or procurement notices forthcoming before 1 July 2019 may be still based and on the rules applicable before 13 June 2019 (even if to be finalized on 1 July or after). Notices expected after 1 July 2019 have to follow the procedures stipulated in the new General rules of procurement by beneficiaries within the PBU projects.
