Schedule of the calls for proposals in the Poland-Belarus-Ukraine 2014 - 2020 Programme

The Joint Monitoring Committee approved the schedule of the calls in the new Programme. There are two calls for proposals planned for regular projects and one call for the small projects. The total budget of all the three competitions exceeds 116 million euros. The additional budget of more than 52 million euros will be split into the large infrastructure projects (LIPs) within the direct award procedure.

 

 

The first call for proposals: 11 October - 31 December 2016, budget of 81.47 million euros

The call will be divided into 2 stages: first the selection of the Concept Notes, followed by assessment of full application forms. Maximum EU support for the project may reach 2.5 million euros. The call will be opened for all the 4 thematic objectives (TOs) of the Programme:

  • Promotion of local culture and preservation of historical heritage (TO3) - 14.84 million euros
  • Improvement of accessibility to the regions, development of sustainable and climate-proof transport and communication networks and systems (TO7) - 28.32 million euros
  • Common challenges in the field of safety and security (TO8) - 14.53 million euros
  • Promotion of border management and border security, mobility and migration management (TO10) - 23,79 million euros

Draft application documents
To assist potential applicants in the process of the project development, the Joint Technical Secretariat (JTS) presents the general rules applicable for the first call (working versions of documents, official documents will be available on the launching day of the call), including eligibility criteria for the partners and for the activities and a full list of the output indicators - open the file (.zip)
JTS also presents the working versions of the application documents, including a draft of the Concept Note form, a draft of the full application form and a draft of the project budget - open the file (.zip)

Partner Search Forum

In addition, at the end of September the JTS will organize in Lublin a Partner Search Forum, to help potential partners in the joint preparation of the concepts of the projects. More about the Forum and the registration rules soon on the Programme page. The potential participants from Ukraine and Belarus are already kindly asked to consider the necessary visa procedures (only for employees of institutions that meet the above mentioned eligibility criteria for the partners). JTS provides full service (excluding visa assistance) for the registered participants from Belarus and Ukraine, including transport (coaches), accommodation and catering in Lublin.

The launch of the call and trainings
The first call will be launched on October 11, 2016: on the Programme website, via selected electronic media from the Programme area and during the Programme conference in Bukovel, Ukraine (11 X 2016). Once the call is launched, the JTS will start informational meetings in the regions (in November: 4 meetings in Poland, 4 in Belarus, 6 in the Ukraine) to present the application documents in detail. The JTS will organize additional trainings in December for the lead partners of the projects, to facilitate the submission of the Concept Notes.

The second call for proposals: 1 October 2018 - 31 December 2018, budget of 29.36 million euros
It will be opened for two thematic objectives:
1. Promotion of local culture and preservation of historical heritage (TO3) - 14.84 million euros
2. Common challenges in the field of safety and security (TO8) - 14.53 million euros

The call for the small projects: 1 December 2017 - 28 February 2018, budget of 5.2 million euros
Opened for the TO3: Promotion of local culture and preservation of historical heritage - 5.2 million euros. The grant awarded must fall between the following minimum and maximum amounts:
- minimum amount: 20 000 EUR,
- maximum amount: 60 000 EUR.
