Time for results: Joint coordination of rescue operations

We invite you to follow the results of the joint work of Polish and Ukrainian partners within the PBU Programme, made possible thanks to co-funding from the European Union.

Fires, road accidents, flooding, chemical contamination or epidemiological and ecological threats are all challenges that emergency services face on a daily basis.

In order to increase the safety of the inhabitants of the Siedlce district (PL) and the Volyn region (UA), the project Effective coordination of rescue operation in the Ostrołęka-Siedlce subregion and Volyn Oblast (acronym COORDINATION) was created. Thanks to EU funding, new, fully equipped training centres were set up, and fire engines and specialist equipment were purchased for the rescue units in the Polish-Ukrainian border region.

The creation of modern infrastructure, provision of new equipment and extensive training has increased the safety of firefighters during rescue operations. And thanks to closer cooperation, project partners can coordinate their activities, which significantly reduces response times. Ultimately, the project has contributed to increasing the safety of residents in the cross-border area of Poland and Ukraine.

 

As a result of the project, the City Command of the State Fire Brigade in Siedlce has gained a training complex and a workshop for the repair and maintenance of respiratory protection equipment and gas-tight suits. A regional base of fire extinguishing agents, sorbents and neutralisers was also created.  The radio communication system was upgraded. A training ground for chemical and ecological rescue was created on the basis of the facility of the Rescue and Fire Fighting Unit No. 2 in Siedlce.  The training ground and climbing hall with a runway at Rescue and Fire Fighting Unit No. 1 in Siedlce were also modernised.

Analogous activities were carried out by the Ukrainian project partner, the Department of the State Emergency Service of Ukraine of the Volyn Region. A training centre in Lutsk was modernised. The renovation and construction work included the creation of a gym, a training labyrinth for firefighters and a training room.

 

As part of the project, new fire engines were purchased - 3 specialist rescue vehicles on the Polish side and 2 on the Ukrainian side.

The beneficiaries also purchased rescue equipment tailored to the nature of each Partner's operations. This includes special clothing for the firefighters of the rescue and firefighting units, a trailer-mounted pumping unit with accessories, breathing apparatus, power generators and substance spill simulators.

 

As part of the summary of the project, the City Command of the State Fire Brigade in Siedlce launched a publication about the activities carried out, as well as threats and incidents specific to Siedlce district. The publication is available in Polish, English and Ukrainian.

 

With the support of the project, firefighters were able to take part in training courses.

Two firefighter trainings took place in Poland. The first concerned the sealing of a technological installation with low-concentration hydrochloric acid. During another exercise, firefighters had to deal with a peat bog fire. Videos promoting the project were produced during these events:

A tactical exercise on firefighting in industrial enterprises took place in Lutsk in the Volyn region. A promotional video was produced during the event:

 

During the opening of the new training infrastructure - a training square and a climbing hall with a runway - the Siedlce City Fire Brigade organised a firefighting competition in which four teams and 28 competitors took part in the individual competition:
