Declaration of accessibility of the Cross-border Cooperation Programme Poland-Belarus-Ukraine 2014-2020 official website.

The Center of European Projects (hereinafter the Center), under which the Joint Technical Secretariat of the Poland-Belarus-Ukraine Programme 2014-2020 (hereinafter the PBU JTS) operates, ensures accessibility to the website in accordance with the provisions of the Act of April 4, 2019 on digital accessibility to websites and mobile applications of public entities. The accessibility statement applies to the website https://www.pbu2020.eu/

The vast majority of the website complies with the Act of April 4, 2019 on digital accessibility to websites and mobile applications of public entities. Non-conformities or deviations that may occur are due to reasons beyond the control of the website owner, regardless of the efforts and obligations of the editors.

Some documents published on the website are not available under the Act because:

  • they come from other, independent sources;
    or
  • were published on the basis of rules adopted in another institution;
    or
  • were published before the entry into force of the Digital Accessibility Act.

Some videos posted on the site - published before the entry into force of the Digital Accessibility Act - may not contain subtitles or other required accessibility elements.

Remedying the remaining deficiencies or correcting other non-conformities would constitute a disproportionate burden for the Center of European Projects (PBU JTS). The website owner has taken all necessary steps to obtain the best effect from the expenditure intended to significantly improve accessibility to the website. Due to the scale of the project, costs or restrictions related to public procurement law or copyright, further works will be carried out as far as organizational and financial possibilities allow.
We will make every effort to ensure that subsequent documents have been prepared according to the best principles, guaranteeing their full availability.

In this way, you can also make requests for disclosure of the inaccessible information and make requests for accessibility.
Everyone has the right to request that the digital accessibility of the website, mobile application or any of their elements be ensured. You can also request information to be made accessible using alternative means of access, e.g. by reading a digitally inaccessible document, describing the content of the video without an audio description, etc.

The request should include:

  • data of the person submitting the request,
  • indication of which website or mobile application it is, and the method of contact.

If the requesting person reports the need to receive information by means of an alternative method of access, he should also specify a convenient way of presenting this information.

The JTS will process the request immediately, not later than within 7 days from the date of the request. If it is not possible to meet this deadline, it shall immediately inform the person making the request about the deadline for the execution of the request, but this deadline may not be longer than 2 months from the date of the request submission.
If digital availability is not possible, the PBU JTS will propose an alternative way to access the information.

In the event that the JTS refuses to comply with the request to provide accessibility or an alternative method of access to the information, the person submitting the request may submit a complaint regarding the provision of digital accessibility to the website, mobile application or an element of the website or mobile application.

After exhausting all possibilities, the complaint may also be sent to the Ombudsman.
