The eastern part of Poland, being the external border of the European Union, suffers the attempts of various forms of illegal border crimes. The main types of illegal activity at the Polish-Ukrainian border are the smuggling of goods and suspected migration. The Border Protection Units had to address new methods of smugglers using modern technical means, such as small aircraft, which are flying at low altitudes (up to 1.5 km). A possible way of solving the problem is the usage of modern monitoring equipment.
The IBSSCenter project, together with two other projects implemented by the same beneficiary (IBSSSouth and IBSSNorth) was designed to strengthen the protection of the Polish-Ukrainian border using a new, high-quality thermographic monitoring system. The project addressed central and southern Poland (Lubelskie and Podkarpackie Voivodeship), and the central-western part of Ukraine (Lviv Oblast) and together with other 'IBSS projects have secured the whole length of the Polish-Ukrainian border. Within the project, the Nadbużański Border Guard Regional Unit has purchased 8 thermal cameras and 38 portable radiotelephones. Bieszczadzki Border Guard Regional Unit has bought an optical-electronic surveillance system, a perimeter protection system, and 3 thermal cameras. Lviv Border Guard Detachment has been supplied with 8 patrol vehicles, 3 mobile thermal vision complexes, and 126 radio stations. The partners have also conducted training and meetings on the effectiveness of information exchange and organization of the joint patrolling as well as promotion on both sides of the border.
The IBSSCenter project has a positive impact on the local inhabitants' way of living, and in the consequence, it has contributed to the economic growth of this region (trade, production, services, etc.). In addition, reducing criminal activity will bring new chances for small regional business development. Thanks to the close cooperation between the partners the project has helped to create equal resources and opportunities for border guards on both sides of the Polish-Ukrainian border.
